Symptoms

After applying build 118 of the CS10gR35UpdateBundle to the WebCenter Content application, you can no longer alter any user's account permissions. Any changes that are made are not reflected within the "User Admin" applet.

Steps to replicate
1. Start the "User Admin" applet
2. Edit any user
3. Select the "Accounts" tab
4. Click 'Add...'
5. Select any account and give it any permissions
6. Click 'OK'
