Symptoms
When installing a PSU on WebLogic Server 12.1.1, Smart Update reports a patch conflict, even if the customer has installed no other patches to their WLS 12.1.1 environment:

WebLogic Server was released twice: the second release (March 15, 2012) included several patches to fix problems with the original release (for example, to allow use of JDK 7 with WLS 12.1.1), which were silently included with the installation.
