Can Imaging Annotations Be Created So That They Cannot be Deleted And/Or Modified? (Doc ID 1557857.1)

Goal

Is there a way to make it so that annotations created on documents within WCC Imaging cannot be deleted and or modified by just anyone?  Currently, any user that has annotation security rights to documents can delete/edit sticky note annotations.
