Flat File Adapter File Size Rollover, trail files are not always the configured trail size (Doc ID 1558484.1)

Goal

We are using OGG Flat File Adapter to write OGG trail data to a file.  
We have rollover size in properties file:
dsvwriter.files.data.rollover.size=5000

When we do multiple 5-10k row commit from source source database, we see the flatfile is generated with a size around 5-6MB each and rollover. This seems to be consistent with rollover.size = 5000 (KB) parameter.

However, sometimes we see much larger files.  Why?
