Milliseconds Fix Utility Seems To Have Left Behind Some Assets (Doc ID 1559053.1)

Goal

After upgrading from 7.6.2 to 11gR1BP1 and the milliseconds fix utility is run as specified by the upgrade manual, some assets are showing up in our search results with a broken timestamp / date-time format but others seem to be fine.
Database records seem to be correct and no error messages were logged when we ran this utility. Why is this happening?
