How to Disable Welcome Email On User Creation? (Doc ID 1559674.1)

Goal

On every user creation a welcome email such as follows is being seen sent by OIM notification.

Subject: Congratulations - New Account has been created

Congratulations!! Your account has been successfully created!! Your user log in is - <USERID>
##################################################################


Have set Recon.SEND_NOTIFICATION=false but OIM still send the mail.

How to disable this email?
