Fast Rebuild Performance Is Slow When FrameWork Folders Is Enabled

Symptoms
The scenario happens in these circumstances:
- You are running a mature repository with many documents in it (hundreds of thousands or millions).
- You have upgraded to or installed 11.1.1.6 (PS5). It does not matter whether you have applied any interim patches or not.
- You have enabled the Framework Folders component.
When you run a collection rebuild cycle with the Fast Rebuild option to modify or add metadata fields, you observe that the cycle either takes a lot longer to complete than in your older version, or it takes days to complete.
