Symptoms

When describing EXEC and CICS are different line, WorkBench should merge EXEC and CICS in same line due to prepro-cics.pl limitation.

But if EXEC and CICS ASSIGN case, WorkBench will keep different line, so prepro-cics.pl does not work.
