Symptoms
The Oracle Access Manager ( OAM ) Global Password Policy is configured to force password changes for existing user passwords, which do not meet the Password Policy configuration.
This behavior could be configured by the Password Policy parameter "NEW_USERPSWD_BEHAVIOR".
The parameter is set according to the OAM documentation as:
Users authenticating with passwords, which do not meet the configured Password Policy rules are not forced to change the password.
