When attempting to start Reports Builder, the following error occurs:

The "Reports Builder message files" do exist and can be read in %ORACLE_HOME%\reports\mesg directory.

The problem happens only on Windows. It does not occur on UNIX/Linux.

This is a new installation of FMW 11gR1 or 11gR2 on Windows.
