JDeveloper 12.1.2.0 Installer Fails with "Error Launch: No such file or directory" When Double Clicked (Doc ID 1568624.1)

Oracle JDeveloper - Version 12.1.2.0.0 and later
Microsoft Windows x64 (64-bit) - OS Version: 7

Symptoms

The Windows 64 bit JDeveloper 12c installer has been downloaded from OTN. The installer is executed by double clicking the downloaded file and it starts to unpack the files to prepare installation.

The below sequence occurs:

  1. Preparing the Installer (Oracle Installer) dialog shows.
  2. Then this window closes and nothing is seen, however Windows task manager shows JDeveloper installation is still running. If there is a chance, a splash screen may appear here.
  3. System check dialog comes up in a DOS window.
  4. Dialog comes up: "Error Launch: No such file or directory".
