Browsing UDDI Registry v3 (OSR) during OEG OSR intergration Returns "Invalid Content-Type:text/html" Error (Doc ID 1569357.1)

Goal

Setting up OEG to integrate with Oracle Service Registry 11g which has a service WSDL.  This results in the following error:
