Role-Based Security in Oracle WebCenter Portal Framework Application not Working

Symptoms
There is a WebCenter Portal Framework Application with pages added to the default navigation.
Security has been enabled by using menu Application->Secure->Configure ADF Security.
Once the ADF Security is enabled, it correctly locks the Root node in the default navigation.
But for the application root node and any nodes inside it, it does not show any roles to add when clicking the green plus icon in the security area for that node.
The documentation mentions to add the roles and give permissions. But roles are not appearing at all on the green plus button.
