Cache Dependencies for CSElement Are Not Logged (Doc ID 1571477.1)

Symptoms

For some of our CSElements, whenever it gets updated, the cached pagelets for it do not get flushed. We need to flush the cache manually for the pagelets to update.

Examining the cache of those pagelets shows that there is no dependency on the CSElement even though there are <render:logdep> calls on the eid variable.
