Sharing Violation Issue patching IIS webgate 10.1.4.3 with BP13 (Doc ID 1571919.1)

Symptoms

Patching WebGate 10.1.4.3.0 for IIS  with BP13 (13718105) throws the following errors:

 

Sharing violation
Error: could not execute the tool '<DRIVE>:\<ACCESS_INSTALL_DIR>\access\oblix\tools\migration_tools\obmigrateparamsg.exe' successfully
Starting default Language message patch process ...
Error:  files exists in '<DRIVE>:\<ACCESS_INSTALL_DIR>',
       but there is no 'install_info', 'np_*.txt',
       or 'np_*.lst' file from which to determine the
       product, component, and release number.
Error: could not execute the tool '<DRIVE>:\Oracle_Access_Manager10_1_4_3_0_BP13_Patch_win64_ISAPI_WebGate\Oracle_Access_Manager10_1_4_3_0_BP13_Patch_win64_ISAPI_WebGate_message_en-us\patchinst.exe' successfully
Error:  Failed to apply default language message patch
