Recommended Connection Shows "An exception occurred while querying the Activity Graph service" on My Profile Page after Upgrading WebCenter (Doc ID 1574393.1)

Symptoms

After upgrading WebCenter Portal from 11.1.1.5.0 to 11.1.1.7.0 when Navigating to
My profile -> Connections, the
Recommended Connection section shows the following:

"An exception occurred while querying the Activity Graph service. Please contact your system administrator."

When going to Activity Graph Schedule and Status page after login and trying to perform a Full Rebuild it shows the following error:

"The Activity Graph work thread is terminating because of a serious error. Error Message: java.sql.SQLSyntaxErrorException: ORA-01031: insufficient privileges"

WC_Utilities-diagnostic.log shows the following exception:

Steps to Reproduce

1. Upgrade WebCenter Portal from 11.1.1.5.0 to 11.1.1.7.0

2. Navigate to
My profile -> Connections tab

Notice the error under Recommended Connections

3. Access
http://<UTILITIES_HOSTNAME>:<UTILITIES_PORT>/activitygraph-engines

4. Login

5. Click Start with

Run once now

-> Full Rebuild

selected

6. Notice the error
