Unable To Activate Custom OAM Authentication Plugin (Doc ID 1575517.1)

Symptoms

In OAM 11.1.1.5.5, the activation of a custom plugin fails with the error message "Activation Failed". The expected behavior is that the custom plugin can be imported and activated from within the OAM console.
