Framework Folders Page Doesn't Display The Folders Options (Doc ID 1575847.1)

When the Framework Folders component is enabled and the Browse Content --> Folders page is brought up, the page format is incorrect.

What may be displayed is this:

Note that all the Actions menus, View, Add, Edit, and Search and Select and Actions are missing from the page.
