'Unable To Update Virtual Folder' Error When Trying To Propagate Changes (Doc ID 1577445.1)

Using WebCenter Content 11gR1-11.1.1.6.0-idcprod1-130611T110021 (Build:7.3.3.183) with Folders_g and Access Control Lists

A user has RWD privilege on a security group, and RWDA privilege granted through ACLs.
When trying to propagate changes to underlying folders, the following error is reported in the Web Interface:

Some subfolders have been changed successfully, some others have not been updated

The user that tries to propagate the changes has RWDA on all folders and documents underneath the folder where propagation is done, and he is able to manually change the ACLs, even on those folders that were not changed by propagation.
