EM FMW Control Console Intermittently Shows OID 11g and OVD 11g Instances as Down Then Up, Changing the Statuses at Five to Ten Seconds Intervals (Doc ID 1578553.1)

Symptoms

Oracle Enterprise Manager (EM) 11g Fusion Middleware (FMW) Control console for Oracle Internet Directory (OID) and Oracle Virtual Directory (OVD) 11g, i.e.g, 11.1.1.6.0.

Issue #1:
=======
EM FMW Control console intermittently shows all OID and OVD instances as down.  In five (5) to ten (10) seconds period, it shows all instances up and, then 5 to 10 seconds afterwards all instances are down again, and so on.  For example:

Under "Farm_Prod_ODSv103"
  AdminServer
    [All ODSM's in the cluster are displayed (wls_ods1 ><HOSTNAME1.DOMAIN>.com; wls_ods2 > <HOSTNAME2.DOMAIN>.com; wls_ods3 ><HOSTNAME3.DOMAIN>.com)]

Under "Identity and Access"
   [All OID and OVD instances are displayed intermittently with down status, then up status, then down, and so forth:]
    oid1 > <HOSTNAME1.DOMAIN>.com
    oid2 ><HOSTNAME2.DOMAIN>.com
    oid3 > <HOSTNAME3.DOMAIN>.com
    ovd1 > <HOSTNAME1.DOMAIN>.com
    ovd2 > <HOSTNAME2.DOMAIN>.com
    ovd3 > <HOSTNAME3.DOMAIN>.com

This occurs every ten seconds.

Checked <Document 1492530.1> and <Document 1064076.1>, but all of the configurations suggested were already applied in the environment.
