Site Studio Replicator did not Correctly Replicate the Section Location Changes (Doc ID 1580313.1)

Symptoms

Sections have been moved in Site Studio Designer and navigation updated using the Tools > Update Navigation option.   Following the selection of source server and target server (example:  Contribution server as source to Consumption server as target),  current site hierarchy on the left side is displayed and the parent folder selected for replication.   However,  the Preview on the right side still shows old site hierarchy.  Browsing the site following the completion of the replication shows the sections have not moved to the new location as expected.
