Forms Builder Crashes Oracle Forms Designer Has Stopped Working when Opening a Large Form

Symptoms
1. One particularly large form (1.8 MB) is opened, modified, and saved
2. Afterwards, this Form cannot be opened. Attempts to open it result in the following message ->
Choosing the "Debug" option reveals no helpful information
3. Issue occured on 32 bit windows with 32 bit 11.1.1.7. Windows 7 Enterprise but is not unique to this platform.
4. Converting the form to fmt and back does not resolve the issue.
