netca fails with 'TNS-04411: Directory service: permission denied' during configuration of EUS against OVD11g

Symptoms
Setting up OVD 11.1.1.7 for EUS using the EUS Wizard as per:
19.2.2 Configuring Adapters for Enterprise User Security

and
19.2.3.1 User Identities in Microsoft Active Directory

When subsequently trying to run netca to create the ldap.ora the following error is received in netca:
" The directory has not been configured for this usage. It does not contain the required Oracle Schema, or the schema is not correct"
Then after exiting netca, the exception below is shown:
Oracle Net Services Configuration:
ConfigException: Could not check for the Oracle Schema: oracle.net.config.ConfigException: TNS-04411: Directory service: permission denied
caused by: oracle.net.config.DirectoryServiceException: TNS-04411: Directory service: permission denied
caused by: oracle.net.ldap.NNFLException
