OHS, EMAgent and OVD 11g Components Fail to Start Via OPMNCTL Tool (Doc ID 1583702.1)

Symptoms

On a default IDM11g instance, after successfully starting OID component, trying to start the other components like OVD, OHS and EMAgent via OPMNCTL tool simply fails.

The OPMNCTL tool shows these components as being down:
