Symptoms

On : 11.1.1.7.0 version, Product Installation

When attempting to start the SOA server after upgrading from 11.1.1.5.0 to 11.1.1.7.0, the following error occurs.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow instructions to upgrade from 11.1.1.5.0 to 11.1.1.7.0.
2. Start the SOA Server.
3. Error occurs.
