Accessing UCM Standalone Applications like SystemProperties, Batchloader Throws the error “Unable to decrypt the database password. The decryption key for category ‘db’ and encoding type ‘AES’ is missing.” (Doc ID 1586220.1)

Symptoms

On : 11gR1-11.1.1.6.0-idcprod1-111219T111403 (Build:7.3.3.183) , Content Server

Environment:
Clustered environment with two nodes and four managed servers in the  domain:

 Issue:

When attempting to  starting the  UCM standalone applications ( like SystemProperties , Batchloader from the command line below error happens

“Unable to decrypt the database password. The decryption key for category ‘db’ and encoding type ‘AES’ is missing.”

STEPS

The issue can be reproduced at will with the following steps:
1. starting the UCM stand alone applications ( like SystemProperties, Batchloader and so on )  from the command line

Changes

Issue began started after deleting and recreating WLS domain in the cluster multi-node environment. Deletion of  a Weblogic Server Domain is done using note  ‘How to Delete a Weblogic Server (WLS) Domain (Doc ID 1068323.1’) .
