WebCenter Sites 11.1.1.8.0: Redirect to Authentication Failed with UnsupportedEncodingException (Doc ID 1587674.1)

Symptoms

When a user tries to access the WebCenter Sites login page, they get a 500 error with:

javax.servlet.ServletException: Failed gateway redirect java.io.UnsupportedEncodingException: Redirect failed due to illegal URL http://{server}:{port}/cs/wem/fatwire/wem/Welcome
	com.fatwire.wem.sso.cas.filter.CASFilter.doFilter(CASFilter.java:686)
	com.fatwire.wem.sso.SSOFilter.doFilter(SSOFilter.java:51)

The sites.log logs an error:

[ERROR] [http-6720-1] [sso.cas.filter.CASFilter] Redirect to authentication failed: java.io.UnsupportedEncodingException: Redirect failed due to illegal URL http://{server}:{port}/cs/wem/fatwire/wem/Welcome
