Issues With Lucene Indexing On Delivery Server When New Content Is Published. (Doc ID 1588271.1)

Symptoms

On : 11.1.1.6.0 version, WebCenter Sites

We have issues with Lucene Indexing on Delivery Server when new content is published.
Manual indexing fixes the issue temporarily but again when new content is created it doesn't get updated on Delivery.
We see the following errors in the sites log

java.io.FileNotFoundException: Response: '403: Forbidden' for url: 'http://{host:pert}/cs/ContentServer?pagename=OpenMarket%2FXcelerate%2FSearch%2FEvent'
       at weblogic.net.http.HttpURLConnection.getInputStream(HttpURLConnection.java:511)
       at weblogic.net.http.SOAPHttpURLConnection.getInputStream(SOAPHttpURLConnection.java:37)
