WCC 11.1.1.7 - JDBC Webless File store is Caching Files Incorrectly when Using the GET_FILE Service Through GenericSoapPort (Doc ID 1589357.1)

Symptoms

The 11.1.1.7 Content Server is configured with the File Store Provider to use a JDBC storage with the webless option.
The indexing engine is database Matadata only.
There is no conversion happening with an Inbound Refinery.

There are still files being stored in the local file system: $MW_HOME/user_projects/domains/base_domain/ucm/cs/vault
The database has this table being populated: FILECACHE

Documents are being checked in and accessed from an external application using the GENERICSOAPPORT.
Vault files are added, and the FILECACHE table is populated, when the GENERICSOAPPORT uses the GET_FILE service.
