Solution
 A) Set enter mode to BR instead of DIV. This will cause CKEditor not to create paragraphs using <div> blocks, but instead create new lines using <br/> tags.
 B) Set CKEditor to create empty paragraphs instead of ones containing &nbsp;. This will not prevent the <div> block at the end, but it will leave it empty, which may help with alignment.
 C) Set CKEditor to display blocks by default. This will help editors to see when an extra <div> block is created. It can be deleted by going to the last line just before it and pressing the delete key.
