Inbound Refinery Successfully Starts to Convert the Documents, but after a while IBR Starts to Hang and Freeze (Doc ID 1590673.1)

Symptoms

Using WebCenter Content 11gR1-11.1.1.7.0-idcprod1-130304T092605 (Build:7.3.4.184) on Linux

WebCenter Content is configured to send documents to an Inbound Refinery for conversion.

Inbound Refinery successfully starts to convert the documents, but after a while IBR starts to hang.

Looking at the agent status, the maximum number of active jobs has been reached. All 'active' jobs are in status 'Starting new conversion job'. None of these conversions ever finish. Even after several hours, the same active jobs are still visible.

On the OS side, all processes are idle. No conversion processes are running.
