Recursive Jsp-tags Are Not Handled Correctly (Doc ID 1591030.1)

Symptoms

Migrated an application from WLS 9.2 to WLS12c and during the process discovered that recursive jsp-tags are not handled correctly.
A recursive jsp-tag will be effectively omitted by WLS and will not render any output.

The problem seems to occur only when page-check-seconds are set to -1 (default in production environment) in weblogic.xml.
