Cloned 11g Portal Home Page Showing Error: "Page Metadata could not be obtained from the Portal database"

Symptoms
After cloning an 11g Portal installation, the Portal URL is returning this error:
Error: Page Metadata could not be obtained from the Portal database.
This error is generated in the WLS_PORTAL diagnostic log:

These URLs are returning the expected results showing that the communication between the components is OK"

https://<HOSTNAME>:<SSL_PORT>/portal -- shows PPE is working
