Cloned 11g Portal Home Page Showing Error: "Page Metadata could not be obtained from the Portal database" (Doc ID 1591434.1)

Symptoms

After cloning an 11g Portal installation, the Portal URL is returning this error:

Error: Page Metadata could not be obtained from the Portal database.


This error is generated in the WLS_PORTAL diagnostic log:

[2013-10-08T10:17:24.843-07:00] [WLS_PORTAL] [ERROR] [] [oracle.portal.page] [tid: content-fetcher16] [userId: ] [ecid: <ECID>] [APP: portal] [URI: /portal/pls/portal/PORTAL.wwpob_home.redirect_to_home_page] ContentFetcher Unexpected Exception Request Failed:java.net.SocketException: Connection reset name=content-fetcher16 label=pageMeta url=http://<HOSTNAME>:<SSL_PORT>/portal/pls/portal/!PORTAL.wwpob_page.show/<PAGE> time=15ms timeout=60000ms process=Reading


These URLs are returning the expected results showing that the communication between the components is OK"

https://<HOSTNAME>:<SSL_PORT>/portal/pls/portal/htp.p?cbuf=test -- shows test
https://<HOSTNAME>:<SSL_PORT>/portal -- shows PPE is working
