Symptoms

WebCenter Content (WCC) 11.1.1.7.0 using Framework Folders was upgraded to 11.1.1.8.0.

After the upgrade, the pre-existing folders were changed to folder shortcuts. These folders were not shortcuts in the 11.1.1.7.0 instance.
