Blank Screen For All UIs in All Browsers

The Admin UI, WEM Admin UI and Contributor UI are all blank after logging in. Only the WEM bar is shown. This is happening in all supported browsers.

A browser trace shows the first few requests going to http://{server}:{port}/{context} but then there is a request to http://{server}:{port}/{other context}, which returns a 404 error and no other requests are seen.

E.g. the first requests are to http://myserver:8080/sites and the last request is to http://myserver:8080/cs
