Cannot See The "Browser Security" Tab in "Edit Security Attributes" for the Application in APEX 4.2 (Doc ID 1597761.1)

Symptoms

Regardless of this issue or not, to see the 'Browser Setting' for an application you need to be logged in as a user with Workspace Administration privilege. 

 
The "Browser Security" Region is not shown when trying to access it via

   Application Home Page --> Shared Components --> Globalization Attributes (in Globalization) --> Security --> Browser Security
