Special Characters (eg Å Ä Ö å ä ö) Are Shown Incorrectly When Passed as URL Parameters (Doc ID 1598422.1)

Symptoms

NOTE : This issue only arises when Oracle Application Express (APEX) is installed in a Non-UTF8 Database. 

 

Special characters such as  Å Ä Ö å ä ö when passed as a URL parameter are not displayed correctly in it's corresponding APEX Item. It seems that is it 'double-escaping' the values.
For example the string

"Höga Å_Ä_Ö_å_ä_ö"


is shown as 
 

"Höga Å_Ä_Ö_å_ä_ö"

 

 

Changes

APEX was upgraded to version 4.2.3. However, this can also occur in previous versions.
