Oracle HTTP Server Fails to start with "The program can't start because oraiau.dll is missing from your computer" (Doc ID 1600329.1)

Symptoms

When attempting to start the OHS using "startComponent.cmd <COMPONENT_NAME>" it fails with "Server start command for OHS server '<COMPONENT_NAME>' failed due to: Failed to start the server <COMPONENT_NAME>".  The script produces the following errors:
