Trying to start OHS HTTP Server Fails to start with "The program can't start because oraiau.dll is missing from your computer" (Doc ID 1600329.1)

Symptoms

On : 12.1.2.0.0 and later

When attempting to start the OHS using "startcomponent.cmd ohs1" it fails with "Server start command for OHS server 'ohs1' failed due to: Failed to start the server ohs1".  The script produces the following errors:
