Oracle HTTP Server Fails to start with "The program can't start because oraiau.dll is missing from your computer" (Doc ID 1600329.1)

When attempting to start the OHS using "startComponent.cmd ohs1" it fails with "Server start command for OHS server 'ohs1' failed due to: Failed to start the server ohs1".  The script produces the following errors:


<DOMAIN_HOME>\bin>startComponent.cmd ohs1
Starting System Component ohs1 ...
