Images Showing as Broken After Changing Icon and Logo for a Space (Doc ID 1601453.1)

Symptoms

When changing the Space icon and logo in an 11.1.1.6.6 instance, certain images will not load at all, and certain images load intermittently.  When changing a Space Logo using - Manage - Settings, some images just don't work. They appear to upload OK, but then the image is empty.
