FoldersIndexParentFolderValues Parameter is not Working As Expected (Doc ID 1602180.1)

Symptoms

The FoldersIndexParentFolderValues=true parameter was added to the WebCenter Content config.cfg and server restarted. After a full rebuild of the index, the browse button is still disabled and the subfolder search option is not appearing from the search within Framework Folders (Browse Content > Folder > search files option).
