Capture Commit Server Unable To Parse Date Even When Correct (Doc ID 1603078.1)

Symptoms

When committing documents to WebCenter Content, the following error is being returned and the batch does not get committed:

Failed to commit batch XXX. Error Number: 40008, Error: Commit Profile - XXX: The following error was reported by ReleaseDocument. Error Number: 20004 Error Description: Content item 'XXX' was not successfully checked in. The field 'Document Date' does not contain a valid date. Unable to parse date '20-Nov-2013'.

The data value appears to be correct and committing batches from Index on another machine does not return an error.
