Attempt to Subscribe to WCC Content from Portal App Gives !csUnableToSubscribe Error (Doc ID 1604693.1)

Symptoms

You are using WCC and Portal together. You have written a Portal application that is intended to subscribe a given user to WCC content. This operation fails with this error:
