HTML Content of Type Article is Only Partially Displayed (Doc ID 1604744.1)

Symptoms

In the WebLogic Portal Administration Tool (PAT) Content Management, html files of content type "article" are only partially displayed in the preview as well as in the portal itself. 

Only the first 2050 characters are displayed and the rest is truncated, leading to syntax errors, formating issues, etc.  The following screenshot is an example of the partial display of an html file:
