MDB Not Connecting To Queue On Startup On WebLogic 10.3.4 (Doc ID 1606220.1)

Goal

On WLS 10.3.4. The domain has Admin and 2 clustered managed Servers (say r1 and r2). There is a migratable jms server targeted to r1.

There is an MDB that subscribes to a queue on this jms server. Whenever either of these managed servers (r1 or r2) are restarted, the mdb fails to connect to the queue with this error:
