Problem Accessing User Profile: Error Retrieving Reporting Chain

Symptoms
When accessing 'My Profile' page, the error 'Unexpected error retrieving reporting chain' is returned in a framework window. If the same steps are repeated several times, eventually, the user's profile will display.
The following error is reported in the WebCenter diagnostic log:
