Symptoms

We have Webcenter Content (WCC) 11.1.1.6 and SOA 11.1.1.6. We are trying to upgrade WCC to 11.1.1.8

The below documentation indicates the SOA suite needs the following SOA Patch (PATCH 16468944: ERROR WHILE UPGRADING SOA-SDPM SCHEMA), Before WCC is upgraded to 11.1.1.8

Oracle Fusion Middleware Patching Guide 11g Release 1 (11.1.1.8.0) > Applying the Latest Oracle Fusion Middleware Patch Set > 3.3.6.2 Applying the Patch for Oracle SOA Suite

But While running the above patch against SOA, it fails with the message:
