Dvm:lookupValue() Function Fails in Transformations used in BPM Process (Doc ID 1607727.1)

Goal

 When using transformations we are seeing the following error in the logs and the instance goes to SUSPENDED state

 

XML-22044: (Error) Extension function error: Error  invoking 'lookupValue':'oracle.tip.dvm.exception.DVMValidationException: Unable to get XPathContext for DVM "<>.dvm"
  Please ensure the XPathContext is available.'
