Forms Recognition Error "Project file could not be loaded! Error Description: Cannot load collection item " When Opening a Designer Project (Doc ID 1608806.1)

Symptoms

Receiving the following error when attempting to open a project in Designer 11.1.1.8, which was being used with Forms Recognition 10.1.3.5.0:

Project file could not be loaded!

Error Description: Cannot load collection item with name "All", because Zone could not be loaded, because a required recognition engine is not installed on this computer. Name of this Engine: "FineReader8".

WebCenter Forms Recognition Designer can try to load the project file once again ignoring all errors. This may result in complete or partial lost of project information.
