'An unexpected error occurred while posting a comment' Adding a Comment to a Document With a Long Name (Doc ID 1609015.1)

Symptoms

This problem occurs in the Document Explorer when adding comments to a file which has a long name.

This can typically be seen for a name containing multibyte characters (e.g. Russian language) as these types of characters take up more space in the database tables. 

The document can be uploaded successfully.
When it is downloaded again (using the link in the Documents Explorer), the 'Comments' box is available.
When attempting to add any text in this comments field and save, this error is seen in a pop up window:
