Symptoms

Unable to create a new portal using the Portal Builder.  The following error is reported:

WCS#2013.12.04.12.22.11: An error occurred while trying to provision the service oracle.webcenter.collab.announcement. The service did not get provisioned.

 

Changes

 Configured WebCenter Portal to use an external LDAP Server(Active Directory).
